Bill doesn't talk much about life before he was taken. Luckily his friend Betty talks a great deal, so if there is anything you need to know just ask her. According to her, he used to be a college student who was taken after failing to give alms to a beggar. The beggar was a Fae in disguise who abducted him, forced to him work as his ground keeper and live by begging the Fae for food.
Among his duties, Bill fed and looked after his masters impressive collection of squirrels. In a short time they became more loyal to Bill than to the Fae, and he began plotting his escape. Through judicious use of the autumn acorn harvest, a hobgoblin micronation, a bear rug named Phillip IV and (in his words) a medium-to-large sized bowl of Gnocci with pesto, he successfully returned to the living world.
He now lives beneath a bridge in central park, keeping the company of the squirrels and gathering information for the autumn court. He keeps good relations with all of the courts, despite some trouble with a couple of ogres from summer court, and maintains a close friendship with a Squirrel Beast named Betty Warner.
His unmasked appearance is a long nosed, sharped toothed and hunched man with leaves growing out of his hair. He doesn't look much better behind the mask, an ugly, weathered man who looks perpetually covered in trash.
(That should be all. If I missed or need to change anything just say so.)

Looks good. Take 2 bonus XP for the escape from Arcadia bit of the backstory. I'll PM you some Autumn Court info that the others wouldn't know.

Re: Bill Harker, Magic Hobo
I made one small change: his virtue is Faith instead of Charity. Bill honestly believes that all things work for Good. We just have to wait long enough.
